About 4Inclusion

What was 4Inclusion?

4Inclusion was all about sharing expertise, learning and good practice across Europe about how to support disadvantaged individuals to move (back) into the labour market. There is much we can all learn from other agencies, at a local, regional, national, European and indeed international level. We want to ensure that good practice and good ideas are not lost - and that they are promoted to other agencies in other cities and other countries as a way forward.

During the period July 2005 to April 2008, the transnational partners, working across four European cities, developed a range of projects within the Equal theme of "Employability: facilitating access and return to the labour market for disadvantaged people".

Where did 4Inclusion Operate?

The four Development Partnerships (DPs) involved in 4Inclusion were based in Budapest, London, Madrid and Paris

How did 4Inclusion operate

The 4Inclusion partners explored their previous experiences of transnational working as the starting point for their own future work principles and plans. Four common themes and objectives of the transnational collaboration were agreed, based on the similarity of objectives across the partners. It is around those four themes that the transnational work programme was set up.

Themed Seminar Programme

To enable the exchange of information, practice and experiences through a programme of four seminars over three days each, based on the four common themes and objectives of the partnership.

Each partner city hosted the seminar for the theme they led on. All seminars included preparation and gathering of information and practice, 'expert' speakers, 'reporters' from each of the other partners who visited the host cities services and reported back on their learning.

Four themed reports were produced, based on the findings, discussions and visits arising from the seminar programme. These reports identify best practice or lessons from partner’s countries, and areas of practice that could be adapted or adopted by other countries or projects.

Technical meetings

The Steering Group, consisting of 2 members per partner, met at least bi-yearly to discuss and plan the themed seminars, evaluate each seminar and the progress against the workplan, and discuss and agree any changes to the plan where necessary.

Staff and beneficiaries exchange programme

To enable the exchange of information, practice and experience through formal and informal visits to projects of staff and beneficiaries. Formal exchanges took take place prior to each themed seminar to enable the 'reporters' to feedback to the seminars on new practice and learning gained through their exchange. Further informal exchanges took place across the life of the project

Final conference

The closing conference in Budapest was the opportunity to reports the findings to a range of policymakers and practitioners, to share the learning and results beyond the partners.

Communications and Secretariat Activity

Led by the London DP to enable the coordination of information, monitoring data, and news across not only the transnational partnership, but also externally to policy makers and practitioners. We developed a common branding and website for the transnational partnership.
