Multiple Disadvantage and Labour Market Exclusion

This objective was about looking at the impact of multiple disadvantage on homeless people, and its relationship to labour market exclusion. Budapest took the lead on developing a transnational understanding on this theme, although all 4inclusion partners contributed.

Background

The target group faces several complex problems in all member countries: unemployment, homelessness or housing problems, low qualifications, belonging to a minority, low self-esteem, and so on. A number of questions are repeatedly discussed by various organisations and institutions working with the homeless across Europe.
  • How to provide assistance to people struggling with multiple disadvantages?
  • How can comprehensive programmes or practices be drawn up to address specific needs of specific people?
  • Does solving the housing problem automatically provide solutions to some of the other problems?
  • Is tackling the issue of unemployment the only effective solution?

Themed Seminar

In October 2006, Budapest hosted the ‘4Inclusion - Multiple Disadvantage and Labour Market Exclusion’ seminar. The overarching aim was to exchange experiences and practices regarding clients with multiple disadvantage, in particular around practices that increase the clients' employment chances.

Some of the seminar highlights included:

  • Showcase of Budapest employment and training projects,
  • Workshop  - Barriers and issues of multiple disadvantages on two levels: the level of homeless people and the level of agencies
  • Workshop - Overcoming barriers and issues of multiple disadvantages on two levels: the level of homeless people and the level of agencies
