TMD London

Tackling Multiple Disadvantage in London (TMD London) was a programme of service delivery, research and policy development addressing the multiple barriers that homeless individuals face trying to access sustainable employment, in a city where is less incentive for those for benefits to work, and where mainstream measures have had the least impact. Key objectives included:

  • Establish the best conditions to address inactivity or unemployment of those facing multiple disadvantage in the London region where 'work doesn't pay' for those on benefits
  • Empower service users to make informed choices, and to direct and shape the support they receive, and actively develop, and participate in, the evaluation of the programme
  • Develop innovative approaches based on labour market, service delivery, and research evidence, and the identified needs of target groups and individuals
  • Develop activities relevant to the London labour market and known skills shortages
  • Build links and referral routes across thematic services - such as those targeted at homeless individuals and those targeted at individuals from BME groups
  • Develop customer care standards for service providers and customer skills of individuals to enable informed choices

The programme was delivered by a diverse and expert partnership of agencies from the Public, Private and Voluntary sectors:

OSW was the lead partner of TMD London and 4Inclusion. OSW is a registered charity with unrivalled expertise in providing training and employment services to people who are homeless or at risk of becoming homeless. We collaborate with a range of strategic and service-delivery partners to offer joined up solutions to some of the complex problems faced by often multiply disadvantaged individuals.
 
Cardboard Citizens is the UK's only homeless people's professional theatre company. The company produces theatre with, for and by homeless and ex-homeless people, including asylum seekers and refugees, as creators, participants and audiences. The company produces of a range of performance-based cultural actions with, for and by homeless and ex-homeless people.
 
Connection at St Martin's (CSTM) is one the UK's largest organisations for homeless people of all ages, providing a range of daytime services. They provide a place of safety and opportunity for people who are homeless or at risk of homelessness. CSTM help people to recover self-esteem, overcome the barriers they face, and rebuild their lives away from the streets.
 
Depaul Trust offers disadvantaged young people opportunities to fulfil their potential and move towards an independent and positive future. They provide a range of services to young people, primarily aged 16-25, who are homeless, unemployed, disadvantaged, young offenders or in poverty.
 
East Thames is an East London and Essex based group of housing organisations operating through three subsidiaries, East Homes, East Potential and East Living.
 
FEANTSA, the European Federation of National Organisations Working with the Homeless, is an umbrella of not-for-profit organisations, which participate in or contribute to the fight against homelessness in Europe.
 
Greater London Authority (GLA) is a unique form of strategic citywide government for London. It is made up of a directly elected Mayor - the Mayor of London - and a separately elected Assembly - the London Assembly. The GLA's main areas of responsibility are: transport, policing, fire and emergency planning, economic development, planning, culture, health and the environment.
 
Groundswell UK supports projects run by homeless and excluded people tackling homelessness. Groundswell promotes practical solutions that see homeless people as part of the solution rather than 'the problem'. Groundswell UK offers training, advice, networking and makes grants and provides information to around 4,000 groups and individuals who are working to achieve people-based, community-led approaches to tackling homelessness.
 
Homeless Link is the national membership organisation for frontline homelessness agencies in England. Their mission is to be a catalyst that will help to bring an end to homelessness.
 
Kensington & Chelsea Volunteer Centre is the local volunteer development agency based in the London Borough of Kensington & Chelsea.
 
ProspectUs are a specialist recruitment agency working exclusively with charities, universities, health agencies, arts bodies, membership organisations and government departments. They supply staff from a diverse range of backgrounds who are skilled, experienced and committed specifically to working in the sector.
 
Race on the Agenda (ROTA) is a social policy think tank devoted to issues that affect Black and ethnic minority (BME) communities in London. They achieve these aims by informing London's strategic decision makers about issues affecting the Black voluntary sector and the community it serves and ensuring representation in the development of policy.
 
Southwark Volunteer Centre is the local volunteer development agency based in the London Borough of Southwark.
 
St Mungo's is a homelessness agency and housing association which offers support and care for over 1,400 vulnerable men and women in over 70 housing projects across London. As well as providing a range of accommodation, they also support individuals to tackle drink, drug and mental health problems, and provide a range of jobs and training projects.
 
Thames Reach is one of the UK's leading charities working with homeless men and women. Its range of services include outreach work with current rough sleepers, providing hostel accommodation and supported housing, and community support focusing on developing self-confidence, life-skills, social networks and tenancy sustainment.
 
Wandsworth Voluntary Sector Development Agency is the local volunteer development agency based in the London Borough of Wandsworth.
 
Westminster Volunteer Centre is the local volunteer development agency based in the London Borough of Westminster.
